Conflict in the Chittagong Hill Tracts of Bangladesh: An Unimplemented Accord and Continued Violence

Abstract: This article analyzes the dynamics of the conflict in the Chittagong Hill Tracts region of Bangladesh. This study argues that violations of human rights by law enforcement agencies and Bangali settlers against indigenous people con tinue even after the signing of the 1997 peace accord. Furthermore, peace re mains elusive because of the “top-down” nature of that accord.
